About the Role

We are seeking an exceptional Revenues & Enforcement Manager to lead the operational delivery of local taxation services, including Council Tax, Business Rates, Business Improvement District (BID) levy administration and Corporate Debt collection, for a Shared Revenues & Benefits service. Reporting to the Head of Revenues & Benefits, you will play a pivotal role in maximising council income, providing expert advice on local taxation policy, legislation and best practice, ensuring statutory compliance and delivering fair, effective debt recovery.

 

You will join a high-performing Revenues & Benefits service within the Resources & Governance Directorate. Working closely with senior leaders, finance professionals, digital teams, external partners and government agencies, you will oversee a large operational service and lead teams committed to delivering outstanding outcomes for residents and businesses. The service is focused on innovation, continuous improvement, digital transformation and ensuring vulnerable residents receive the support they need.

 

About what/ who we are looking for

We are looking for an experienced revenues professional who is a qualified member of the Institute of Revenues Rating and Valuation (IRRV) and has a proven track record of a senior role successfully leading within a local authority Revenues service. You will bring extensive knowledge of Council Tax and Business Rates legislation, strong leadership and change management skills, and experience of increasing income and reducing debt. A strategic thinker with excellent communication, analytical and stakeholder management skills, you will be passionate about delivering customer-focused services, embracing innovation and leading teams through transformation to achieve exceptional results.
